Supposedly prices are fixed. Currently 1/12, it looks like now the price should be $5/passenger in central areas (Esperanza), $5/passenger to get out to eastern or western ends. I have updated the article with this price.
But price may depends on things like number of people in the van, time of day, luggage, etc. When using Publicos waiting at the ferry, there are loads of people who will share a ride and prices should be about $3-5 pp. Publicos waiting at the airport, fewer people will be using the service, so prices may be higher. Luggage has an extra charge. Always check what the price will be before you climb aboard.

I am planning to spend one day on Vieques next week.
Since I am alone and to save money, I will not rent a car and take the same course that you explained in your article.
But I have one question.
I learned that many people had paid $10/p or so from the ferry dock/the airport to the south part of the island (Esperanza/Sun Bay) for a publico, while you paid only $3/p.
According to your information, I thought there were fixed rates for publicos. Am I wrong?
Could you tell me why the cost for publico is so different?
